Shinobi was forbidden from harming the civilians in their village, this is clearly stated in the Shinobi Code. The shop owner obviously knew this too, this is why he showed no restraint as he watched Naruto leave the store.

I believe his criticism refers to how earlier he blamed the Mangekyou's insight for being "insufficient" when in reality it was his own speed that was lacking.
Even though he could predict all their movements at once, his speed wasn't fast enough to evade attacks from three angles simultaneously.
