No, he is not a bug type trainer. Just because his starter and strongest is a bug type (if we don't count mewtwo), doesn't make him a bug type trainer, just like ash isn't an electric type trainer. He is a ground type gym leader, but technically he is Generalist trainer like Cynthia and Ash.

1. Without kurama he would have had his parents. Who were genius in almost everything, from ninjutsu to fuinjutsu. They would have taught him better and his mind would have been sharper. 2. He is a Uzumaki, they are known for there absurd amount of vitality and chakra, along with there own Kekei Genkai and fuinjutsu masters. 3. Sakura had very good Chakra control, but that was because she had a pitiful amount of chakra.
