To be honest, I had the perception at that time that most organizations like UA in anime were pretty floppy despite their prestige, so I came up with that one the spot because I thought it'd be funny and fit his change of class.
"Since the amount of students for this class ended up being bigger than what was scheduled, we did not manage to get an extra desk on time. However, there should still be a chair in that locker so you can use it until your new desk arrives tomorrow"
