I don’t really like this idea but ok. Mostly because it was created by Hammer industry and fixed by the snake and shield bureau. It doesn’t seem like it would work very well.

He just had to stop the war as fast as he could and with as little damage as possible to pass this test. And considering that there was a lot less damage, a lot less lives lost, and in a shorter time period. I say he did pretty good.
