No it does not, a system based on merit can lead to a Sorcerer taking a quest way above their skill level because they've completed a ton of low-level quests. Whereas, when based on strength, its within their own level so they are much more likely to survive. While a merit system will appear to have a higher completion rate, that is because there are going to be strong people taking low-level quests to improve their rank. Its inflated, the strength based one will have much less sorcerers dying.

Because Natasha is the best spy who has never failed a mission as a spy... Not to mention she is one of the deadliest assassins in the world. There are things even SHIELD doesn't know and she is routinely put into the most difficult missions. Oh yea, and the supposedly average wage for a CIA Spy in the US is 95k... So 6-figures is not an extreme amount for the world's best spy and killer.

Tbf, it probably doesn't exist in HP simply because its just not needed. They've got a flame thrower spell, if they need one that needs to be thrown a longer distance then just cast their bomb spell.
I was able to create a fireball spell based off of my understanding of the concepts of the Flame Whip. Any and all flame spells should hold similar concepts and learning them will be easier with what I know.
