Yes. But the Shinto sidekicks own all of Japan itself and if I'm not mistaken they gave Koho to the demons (not that they did a good job with it just look at Issei and Asia both died in the territory they were given to keep a really good job *sarcasm*) and they won't just give away the capital of their entire country even if it's a small part. It's like America giving a small district in Washington, D.C. to Russia or some other country that doesn't make sense at all. But you're the author so it's your full right to make your fanfic however you want no matter how illogical it is I don't think I'll read it but I wish you luck with this fanfic.
