The world is in a sealed state. The 22 pathways and their sefirots converged and with the will of the Original Creator, left a barrier that seals this world. Thus other characteristics are left outside and they can't enter. When the 22 pathways were deciphered by the 2 gods of Omniscient and omnipotent, they only worked on safe ways to advance, so they didn't consider boons or characteristics they couldn't obtain.
Alista Tudor, the Blood Emperor (although his name always sound feminine to me not gonna lie) was a S1 Prince of Disorder who was threatened by the revival of the Black Emperor, so he switched pathways to the hunter by killing the Conqueror Angels Medici, Sauron and Einhorn. But the catacombs where he advanced was in Loen, and it was used again by the Loen Royal family in the first book. And this is Intis, unless there's some other foreshadowing that connects Alista with Trier like he invded the city or something then it's not likely to be related.
Reminder that Reinette Tinekerr with the staff of the stars resisted both Suah and the Chained god. Specially because she summoned klein, who changed the battlefield through the box of the great old ones and then klein summoned 3 angels. Look guys, if fors is a S3 she can just burn charms of history and use the staff of the stars (S2 door pathway item) or the box (also a s2 planeswalker characteristic) also if she's already a S2 she should have all the powers from both items and tge complete mythical creature form. Like Suah stands no chance.
