The Bloody Mist you are referring to was the execution of Bloodline Ninjas or Kekkai Genkai Ninjas. This One mentioned in the Paragraph was the school tradition which started a long time ago before 4th Mizukage came into power.
The Third Mizukage was a legendary figure, known for his role as the First Mizukage Byakuren's bodyguard at the first Five Kage Summit. He was a warlike leader, responsible for turning the Mist Village into the Bloody Mist, an era where only the strong graduates of the academy, were enforced through brutal methods. Well, then why did i remember Naruto and every other character saying konoha this and konoha that every now and then, even Sarutobi Hiruzen mostly says konoha, not my village?

Ah, that's why in the later chapters i mostly Akihiko btw his surname is Kusano indicating his ancestors (daimyo) named Kusagakure after that
