As an American, I conpletely agree that suburbs are an enormous waste of space. I much preferred the more closely packed style I saw when I lived in Europe.
However, this one was even older. Many were single houses from the times when people still insisted on wasting space to live alone or only with their family in a single, small building. Her name was –not important. Bertram pulled out a magical employee contract that eased Seth´s doubt in leaving his stuff with her. It actually worked similar to those slave contracts or collars in fantasy. After signing it, she would not be able to do anything to harm the shop or steal stuff. It's entirely likely that even the author isn't sure what he just did. Sometimes you want something dramatic to happen, so you make it happen but leave the real consequences to be decided later when you have a better idea of what would be more interesting or useful. I do this sometimes, and usually it ends well.

I feel like that's kind of the point of doing a character like this. Using an "immortal" or "timeless" character like this one is usually done so you can abuse the concept and insert whatever knowledge and wisdom you want. Also, if you've lived that long, you have undoubtedly mastered the art if patience or you would just be utterly miserable.
