I mean isn't that what fanfic all are about. To twist unsolved plots in books with views of one's own. Yes you are right about Jaehaerys's decree but remember it was him who took land called "New Gift" and added them to "Brandon Gift". Something which caused anger in Northern lords something that Alyssane had to smooth over and now Rhaegar is trying to settle it by 'bribing' them their own land. As for Lyanna being cold and disdainful why can't she be that, I mean she ran away with married man all the while hating Robert putting North in war, I can't add much from her character but she seems quite selfish.
