Its just that to combat the Order they promote freedom in all aspects so self control isn't promoted especially when converting other humans. First volume deals with them getting together, second volume will flesh out their relationship and have third party reactions to said relationship. There might be some conflict introduced in that sense but what you're expecting may come either at the third volume or at the tail end of the second. I want to have those two at a point where they dealt with most of their hangups and are a completely united front before any MAJOR conflict is introduced so they can tackle it together. I have some ideas about a 'rival' though so look forward to that.
