Finally got her background cleared up. The little snippets released before just made it more confusing. It started with very limited information combined with their strange interactions with her made her seem like the two princesses mother then step-sister / prisoner. The imprisoned unic seemed to imply that she had a better claim to the throne than the empress.

Looks like some corruption among the officials, but not everyone is corrupted.
