Because she doesn't want to? That would sorta counteract the whole 'exploring new things' theme this novel has going. Why would she isolate herself and her family and limit their choices and experiences. It would be too controlling. Astra ain't like that.

Now the first thought is Demetra. But she was pulled away by reincantra into the library or whatever. Not that it doesn't seem possible for a goddess to be in two places at once, but a more interesting theory... Could this be the Astra look a like goddess that was just born?

It is a limited run, so artificially decreased supply can lead to a larger individual unit price point, the limited tag makes the majority of the profit while the higher manufacturing costs are covered by base pricing, the limited modifier being a percentage of base price would make this more profitable instead of determining limited price via flat rate.
