Both Sakazuki and Aokiji were still vice admirals in ohara, and Borsalino was still a vice admiral during fisher tigers time. If sengoku was already fleet admiral who were the admirals underneath him. What’s the point of being fleet admiral if you don’t have any subordinate admirals.
