I hate to comment this, but maybe use a different power? I don't think you work well having to take account the op ness of this.

The issue with flash as a character is that no matter how fast he is, he is limited by the author. Because realistically he should be OP at this point. Years ago he could go 300kmph + , with how fast he is he should have no problem no diffing everything. But that probably won't happen because his max speed will be limited to different speeds everytime. Might even be out speeded by Iida, is what I imagine might happen, intelligent characters are also super difficult to write because the intelligence is also arbitrarily limited to what the plot needs to be. Ex. He could cross Japan in 1 minute but take 10 seconds to cross USJ.
