So, he kept his hope up that, once they settled in Konoha, they might be able to bolster Konoha shinobis with their craftsmanship. Armor, weapons, and sealing tags price would go down significantly, and they might even be able to expert it other villages later after the war was over. This could be an economic boom if Hiruzen played his cards right.
