Nonono my brother that staff is dead ass also a problem. The staff has its on godlike abilities with his own top of it but that staff is far from being just a decoration.
If Whis looked at me with that staff... he would probably know. I couldn't risk even meeting them, even as a clone.

Yes it’s true, when it comes to saiyans they have limitless potential but has to train to bring out more over time or someone help them bring out more of that potential but yeah all saiyans. (I know im months late but still what to help you confirm it)
Even Goku himself didn't realize that when he mastered Super Saiyan 4, he had opened the floodgates of his Saiyan bloodline. The amount of hidden potential inside him was bottomless.
