I mean not every quirk can be used as a weapon. So I guess it would come down to them categorizing quirks into different types? On the flip side if you count every quirk as a weapon that would basically be saying that every object on the planet is a "weapon".

I'm talking in the context of the multiverse. I understand they both embody the same characters but they are completely different people when you talk about everything from their parents to where they lived.
