When I saw the word cosmetic used I thought he was going to try and grow different color variations to sell. How many people would like an all natural way to change your hair color that just requires you to eat a piece of fruit. Or how many people would like a different colored mon even if it wasn't shiny?
Honesty at least partial could probably sell it to just about anyone. 1. He is the sponsor of an orphanage. 2. He has a junior professorship. 3. He has a modest sized (public) reserve set up. 4. He plans to sponsor some trainers out of his orphanage. A small population of pokemon under an elder of their species who is not aggressive to humans; sounds like a fairly standard way of starting a ranch like Oak's. Or if he starts to build up his orphanage to a franchise a setup like the Rota academy. So far he has Weedle, Caterpie, various elemental Rattata, Hoppip, plus with this chapter Budew, and Lotad. A little grass and bug heavy but not a bad selection for underprivileged children.
