Not early no. There are crushes and the like throughout Arc 1 and 2 but it develops in Arc 3 deeper and Arc 4 there is a lot more. Realistically, it's at Arc 3, Chapter 4: Confession (Chapter 94 overall) where most of it begins developing from friendships to romance.
