Thank you for your feedback! I really appreciate it. so, yes there is a situation where it feels like there is no government though there is. The guest does call The Authority after escaping. The reason that they don't when Devil Contractors start attacking is because of the Space isolation device that blocks the signal. The Authority does come though as you might have known after all the fights were over. The Authority does help them to completely get rid of other guild members of IvoryBow though. The fight may seem long and you as a reader might think it took quite a long time for The Authority to come. But in actuality, only a little time has passed. There are other things that make The Authority late but they will be spoilers so I will let you all know at the later part of the story. Once again, thank you for your feedback.
