Well, the MC's intent is building up industry and gaining rare earth mineral supplies to repair his shop without involving Earth's governments. The only way to safely and bloodlessly do that it to gain access to the free market.

Does the US military officers have access to naval academies of North Korea? Does North Korean military officers have access to the naval or air force academies of the US? No. Because that'd be dumb.
