Well, the MC's intent is building up industry and gaining rare earth mineral supplies to repair his shop without involving Earth's governments. The only way to safely and bloodlessly do that it to gain access to the free market.
Does the US military officers have access to naval academies of North Korea? Does North Korean military officers have access to the naval or air force academies of the US? No. Because that'd be dumb. Here, Mu is freely giving a tour by himself to the top military heads of Konoha and Kiri. Sure, taking in 3000 'new' people can lead to spies getting inside. But there is no need for Yamanaka mind jutsu to weed them out. Because these 'new' people are already citizens of the Land of Earth. Unless, Mu somehow recruited people from outside the Land of Earth then he just compromised internal security for speedy urbanisation. Failure in tracking activities of people inside the village is an intelligence failure. When a failure happens the best option is to spread disinformation not invite foreign military leaders to make sure they learn more by their own eyes. Uhh... no. Hashirama was killed in battle by a nobody in the first shinobi war. Flashy jutsu was not needed to kill the most powerful shinobi. Even basic abilities can be quite deadly.
No self respecting military person would show around their military installations and their hidden village military system to strangers. That's the dumbest thing. Also, it's as if Mu is using TikTok to spread word what he is doing with his 'super secret' military plans in Iwa. Yeah, be serious dude. Drama and show off is okay. But make it believable.
