really late reply, and you probably already know this since you've read ahead, but no, he didn't mean it in that way. The Dark Crow is the leader of the Black Tower, so it's just a kind of common knowledge moment thing, of course he wouldn't like hearing about a bad guy, that's it.

He's the leader of their branch in Coupitia, while Shadow leads the entire organization, do you get it now?
