I think placing the main character (MC) in Ionia would allow him to learn magic in a logical way, but in my humble opinion, it would be an easy way out. There is also Demacia, where he could be caught materializing and thrown into the petricite prisons. This would be interesting because he would learn the magic of the inmates and could even reveal to Sylas that petricite only absorbs magic before violently releasing it, which could cause the petricite castle to explode. Finally, the most interesting option is Noxus, where he would be forcibly enlisted in the army and kept under control by mystical objects of enslavement, or forced to participate in unorthodox experiments conducted by the Black Rose
