They did not have a mind of their own and were just fire shaped into human form, so he had to control them like puppets, sending his thoughts through to his quirk. One of them was laying on the ground with its legs splayed and arms crossed, another was walking around with shaky legs, and kept on stumbling and almost falling. The third for some reason was doing a slow Macarena.

(NARUTO LOOKS EXCATLY LIKE SHANKS DURING HIS EARLY DAYS) Iruka's eyes twitch at that, then he took a deep breath. Seeing this Naruto gulp, "Oh boy...!!!" he immediately covered his ears, same goes for Shikamaru, Choji and Saskue and as they did this, Iruka's head became double its size and he yelled, "WILL YOU ALL KEEP QUITE..."
