you should let them start out at a stronger power level since their skin is harder so start them off at the level of 250-500 year tvd vamp so that they are even then give them an evolution strength rate of only 2/3 of tvd vamps since they have none of the regular weaknesses of tvd vamps and their only true weakness is fire they should have to trade something off that will make them bear equals with the 500 year old originals but down the road the powers of the cold ones will grow at a slower rate makeing the powers of the cold ones really stand out leading to aros obsession for collecting powered cold ones you could let the powers grow stronger over time but if the volturi are supoosed to be the cops of the supernatural world they need to be comparable to the tvd race so instead of 1/20 get an additional power make it 1/5 but only 3/5 survive the transition of becoming a vampire so the growth rate of the cold ones is less than the tvd race but overall except for the originals and their oldest sired the cold ones would be stronger and if the average cold one starts off at 250-500 when the show starts the top volturi will have the strength of a 650-850 year old tvd vamp and those with strong combat abilities would be strong enough to go toe to toe with an original i mean they need to be strong enough that they can start the volturi and to start the volturi they need to be strong enough to fight off Michael so youll need to make sure to give one or two strong combat powers to the original volturi group
