Bland is the word. The characters have zero personality here. Makino should have a warm smile playing on her lips, Luffy should be loud and chaotic and unintentionally hilarious (pre-Ace's death at least), Zoro should be perpetually exasperated by his captain's nonsense, and Koby should be freaking out over the tiniest things. None of that is here. The author isn't adding anything — it's just people talking with no flavour or life to it.

Bruv you don't have to write unnecessary descriptions for his actions. You're adding too much information that serves no other purpose than word count. Just go with the flow.

if he was to be reborn a mutant at least give him an ability that he doesn't already have. You're intentionally trying to make him weak.

Finally something original. Most fanfics I've come across tend to deploy the Uchiha clan to Kirigakure, where they're at a clear disadvantage against the Mist techniques — an obvious narrative device to paint the Third Hokage as quietly orchestrating their downfall. The problem is it contradicts his entire characterization; Hiruzen always hides behind this benevolent grandfather facade, so having him make such an overt, tactical move against them feels out of character.
