mhm, to my knowledge kirigakure didnt partake in second shinobi war at most there were only small fights but second war was mainly between iwa, suna, konoha and amegakure so kiri strenght shouldn't be this week (at least when it come to chunins and below) also blood mist era started only after/during 3rd war so amount of jonins/special jonins should be higher as well since most of clans were still at peak of their power to point that third mizukage wanted to weaken/eliminate them. same goes for kage/quashi-kage level Shinobi (yes those are fan made terms but still..) as i believe that all of major clan leaders must have been at least quashi-kage with kaguya being genuen kage level so they can suppress/control their clans. In 4th war kiri send about (very rought estimate) 5000 ninjas and all that we saw were explicitly sayd to be chunins+ so saying that majority of those ninjas were chunins seems reasonable (lets say 3000) and thats after cca 17 years of piece and blood mist while at this ff happen its roughtly 25 years since 1st shinobi war and no blood mist happened so their strenght should far surpassed this anyways i just wanted to yapp about it but not like it matters that much since its fan fic but increasing your numbers by 50% would be more realistic
