Just because someone is intelligent doesn't mean he is an expert in every field he goes into. In this case his intelligence in reserch and trading might be good but his intelligence when it comes to using jutsu is bad. Yes it might change if he put much effort into it but how he want's to grow is up to him, he can simply choose to be more overpower then his enemy when it comes to combat.

Really i never knew that.

While armour are good but the dothraki have never used armour(even though the armour weight less), So it will affect there combat effectiveness unless they have some practice with it before hand.
