To be fair, Garp is so OP that it's easy to think he mastered the rokushiki. But I think he's just a beast in the Haki department.

I don't know what point in the story you reached, so I'll try to not spoil. With his gravity alone Rick is very powerful at some point, though not quite Vice-Admiral level. But he's getting there and fast. Yes he could have train harder and yet he didn't. IT was necessary for his development.

It is never seen or stated that Garp can use any of the six skills of the rokushiki. Furthermore, Rick is sailing under Garp only for a few years and at an early age.

Thanks for the review! You are mistaken on one point though. He knows he had others lives, but doesn't had the actual memories of them. As for the childish part, I'd say the brain chemistry of a child is not the same as the brain chemistry of an adult. Just because he got the soul and mind of an adult doesn't mean he will be a mature child. Let's not forget that he's acting as child too.

If you were referring to the rokushiki ( CP9 6 skills) it's reserved for the CP9 and not the marines. True some high rank officer in the marines do now some of them ( Max I saw is 3 iirc) but it's very uncommon. Cypher Pol is like the CIA and the marines well... the navy. Both working for the government but training and missions are different.

It is a valid question you asked. Let's say Rick can be smart most of the time. When he's not he's really really dumb. But one he realize his mistakes he does everything he can to fix them ( and succeed). He will get stronger and fast. I' think you'll enjoy chapter the Davy Back fight chapter.
