Well, for me, as long as their free will is not affected it's fine. I know that the seal can force them to obey but it didn't really remove their free will. I am a hypocrite I know HAHAHA but they can still act as they pleased and do stuffs that they want. I just put the forced obedience in case there's going to be a traitor in the organization. Like I said in the earlier chapter, the seal can be broken by stronger chi masters as long as they know what they're doing so the failsafes are there in case there's mishaps.

A year and a half after Zuko was born, I already have enough control of my chi to be able to send it outside of my body. It can be used as a layer of protection and it also enhance my physical performance. It's still quite weak tho because I still have little amount of chi to be able to do the things that I want. I also started to try walking on water. Although I can just stand on water right now, it's still a progress worth mentioning.
