This can only be learned by experience. It's not about the obligation or anything, it's about the guilt knowing that you can help but decided to turn a blind eye. I will never forget that one time I was riding my train to work I saw someone (on my peripheral vision) get sexually harrassed, I didn't say or do anything because no one's reacting despite the train being partially full. That incident stuck on my mind cause I know I could've helped that woman but I did nothing. Only today that I knew I was affected by that "bystander effect" and I regretted not doing anything. Although I don't lose sleep due to that incident but still, I cannot imagine what will happen to me mentally if I let someone get killed knowing that I have the power to help.
