I would agree, but to tell a four year old who seemingly got rid of his greatest advantage (his kekkei genkai) that they could perhaps surpass the hokage is simply too extreme.

Willing to sacrifice themselves for the greater good. That’s basically every children’s fantasy adventure book and at least 70% of fiction adventure genre protagonists in general. It’s not that Dumbledore manipulated Harry into becoming that type of person, Happry Potter was like that from the beginning.
With Charles's close relationship with Dumbledore, the best course of action during the dragon incident would have been to involve Dumbledore. Dumbledore could have easily resolved the issue without any trouble.
