Harry didn't have a chance to compete, since you had to be 16 to enter your name legally into the Goblet of Fire. I do agree that Dumbledore probably allowed Harry's name to enter the Goblet of Fire though illegally.

I would agree, but to tell a four year old who seemingly got rid of his greatest advantage (his kekkei genkai) that they could perhaps surpass the hokage is simply too extreme.
