I thought it was that Asna cant surpress the primos themselves, but the bloodlines she can. otherwise Felix wouldnt have been able to keep replacing one primo bloodline with each other, since they have the same status and would fight agaisnt each other until Felix dies.

heres the thing about that though, the only reason there is 6 stages of replacement is because there are only 7 tiers of beasts. but with him using primo bloodlines that Asna can easily surpress, who says he cant keep doing it over and over?
