Technically you're right, it is more of a existence type thing. Most God's in teyvat are born with some love for humanity, the dragons don't. Most dragons of teyvat only love humanity because their own gods do. Fucalor wouldn't have needed to trick the water dragon into loving humanity otherwise. I'm not too sure on the difference between just being a strong elemental lifeform and a god though, considering Venti is weird lore wise.
