Rui addresses this very point in chapter 4096. The stars themselves are the not the goal. The goal is to strengthen Gaian Civilization to withstand attacks from quasi-Type-Three Civilizations and potentiall stronger civilizations. Just one world ship out of nearly a million could battle all of Gaian Civilization's military force, and that needs to change, as far as Rui is concerned. The way to do that is not interfere but to take a step back and allow for Gaian Civilization to grow stronger.
