If his different iterations were 'Universal level' or he had made Universal influence on the World his struggles he may have had a chance to reach the level of the MC.

Also the fact that the Emperor can't bend the laws of life and death with his Rinnegan. Should have been a clue enough, that some hax abilities just don't work on the Primordial Realm. And Third the Emperors and all their ennemies can transcend Time and Space easily in their peak. For them, It is impossible to allow the creation of plural timelines in the Primordial Realm. If not, then with the Number of Advanced Sci fi civilizations in the Primodial Realm we would be plunged in Endless timeline wars.
