There was obviously infighting between various factions so to counter enemy dragons as a defensive measure it would make sense to have a weakening method that could be turned on or off.

He is still the strongest in his generation, even pro hero’s at this point. His infinity makes him unkillable. Also this ‘nerf’ is probably going to act as a buff later on.
