Since the majority of the population have quirks, quirkless are considered below average. A quirkless can never compete in that world unless they have something really special.

A quirkless can be intelligent but so can someone with a quirk. But a quirkless can't have extra limbs but someone with a quirk can.

Here's the thing. There's nothing a qurikless can do that someone with a quirk can't. Unless in urgent need or in special situations, qurikless are unlikely to be hired. Someone with or without a quirk can be a doctor. A quirk makes them special and being special is what get you hired. That is how the world works.

As you say a quirk doesn't help in every situation but having a quirk will always give you an advantage over those who don't have one. Example: You have to hire one of two people as a waiter. And lets say a the minimum requirement is having a good personality. A. Have a good personality B. Have a good personality and a certified first aider. Which one would you choose?
