It was stated earlier in the novel that grey began to develop feelings for cecilia but forced them down because Nico also had feelings for her. And also when Grey and Nico were fighting Nico mentioned something about Grey having had feelings for Cecelia which caused him some shock. At least thats what I remember.

I don't think he will. Remember when Arthur found out that Elijah had become Nico? He focused on protecting Tess and getting the others to the portal even if it meant killing his ex-best friend. Although I think he will be shaken when he sees Cecilia as he loved both her and Tess, I believe that he will likely just kill his emotions, as he always has.
