Dude, he doesn't want to fight the aurora. Why would he? It could unnecessarily provoke the all aurors. The aurora are still lenient with him because of the upcoming war and the fact that the invisible vigilante hasn't harmed them directly yet. Attacking and overpowering them would give the ministry a raison d'être to call upon a manhunt for the invisible vigilante. Quin doesn't want unnecessary problems for his persona. He can probably use it in the future for various reasons. He probably will not attack Lord Voldemort and let Harry take Voldemort down to avoid the fame. He could be enraged and provoked by voldemort if ol' baldy hurts Ivy Potter. That could be a way to set up a fight between moldy voldy and Quinn.

Yeah, just wanted to make it more versatile. He can steal their essences later on in the story. Kinda like what if's corrupted doctor strange except he won't completely consume them, just the part with their powers.

Short answer? Yes he can, but not yet. If you have watched marvel's what if, in it Strange absorbs the essence of many creatures and also gains their characteristics. Modified All for One does something similar. When used for stealing, not copying, it steals a part of the essence, the part containing their powers. Hence stealing is actually better than copying because it increases the Mc's own essence/life force.
A version of him in the comics did have telekinetic powers but only enough to move something as light as a pen.
