We were decades away from anything like a functioning magical corps. But the infrastructure was there, waiting to be filled, and the few dozen Avari who showed genuine aptitude for Light manipulation were being identified, trained, and encouraged. When the breakthrough came, and it would come, we'd be ready to scale it.
