Minato a last order as hokage was for Naruto to be seen as a hero. Hirizen effed that up. He could’ve explained sealing to the ninjas who didn’t know better and talked personally with families of victims of the attack to not only reimburse them for their family member but also explain Naruto he uses the excise “im too old” or “I’m getting old” for everything he does wrong when there are other kage im who are older and make no such excuses. Hiruzen is a joke of a hokage. He let the civilians run the village. The academy bar is lowered far beyond what it was when he was in the academy himself or anyone before him. His excuse? “It’s peacetime” so what?! Does that mean it’s okay to have weaker nin? All that time as hokage and he didn’t “better” the village even a little bit. He kept it roughly the same if not had it decline from tobiramas reign. One of his students is a drunk sorry excuse of a konoichi who if was a genin and acting like that would be taken of the shinobi roster instantly. Another student who exporemented on children, he then let said stident get away causing the village untold pain in the future.. and let’s not even start with what he let danzo get away with.

Tbh if I was reborn in Naruto I would just live as I went. Not worry about future events u less they personally effected me and I wanted someone to live or felt I needed to do something. It would be too stressful to act as basically the worlds hero when being reborn is a second chance at a good life not a stressful one. 🤷‍♂️

Yes but minato started the rasengan with a plan to add his element which was wind. From start to finishod wind chakra in mind. It might not be actual elemental manipulation but it is built for wind (not that othr elements wouldn’t work, just isn’t what it was made to do)

Everyone has chakra…. You don’t “unlock” your chakra…… civilians have a “civilian” level of chakra (civilian,genin,chunin,etc) Rock Lee has an extremly small amount of chakra, so much so he can’t use it at all no matter the effort but everyone else can
