he may be a dragon god in base power his stockpile is only ultimate but it will increase. all might is the seventh of a user in mha and it's like two hundred years of gaining strength in that anime. so his increase is pretty big for only two years. he only said one because he hasn't told sairaorg about all his powers yet. I'm putting all might around low ultimate class during his prime in strength alone.

Helena's has already been taken care of and the snake isn't a horcrux until fourth year in canon when Voldemort killed the ministry employee that went missing in the books. he's keeping the diary until the Fourth year and the snake is made. the plan is to get rid of Voldemort and Dumbledore at the same time.
