If you want a more serious or should I say, more realistic approach, then you can drop it and pick it up after chapter 35 or 36. I have some time do I'm trying to boost the quality a little... not that I know if I'm successful or not. Anyway, it's your choice to read it not. It's a negative/positive reinforcement plus a dependency system. The servants know that someone can control them, they have the fabricated memories of their past, they know their controller can strengthen them if they follow their command. That much is quite enough to keep those below Special Jonin ranks in line but those above might still have misgiving but those negative thoughts are erased automatically by the system and the controller is informed of the misgivings. As for Kage level 'subordinates,' they are much more independent. Kind of like the 'Reanimation jutsu' They have their free wills but the system can stop them having negative thoughts about the controller and make them a bit more positive towards the controller but that's about it. (Unless they are cultivated from the scratch.)

And it was only after Kushina became the Jinchūriki of the Kyuubi that other villages stopped sending people to kidnap her. So, other Village's motives being to catch her a breeding stock is reason enough for Kaori to hide(Somewhat) Danzo: No matter what you say, Danzo would not have done anything that he thought would harm the village. Emphasis on 'He thought.' So, to him it's like having a spare part for Kushina... but Kushina can have a baby so the spare part isn't all that important... just important enough to make sure it doesn't fall into enemy hands. Kushina: She's just an airhead.
