here's my take Buggy was annoyed so he jokingly said to Mihawk that he will pay him billion bounty if he kills a marine who attacked buggy. Mihawk actually does that and buggy allies say Buggy is strong enough to make Mihawk attacks his enemies. There buggy actually started Cross guild by accident and Crocodile joined him because Cross guild was an easy deterrence and could easily help him settle in New world. Buggy destroys Marines who done questionable actions and issue bounty he was paid to do. he gets a portion for himself because Buggy doesn't do stuff for free. People who want marines dead would include people like Nami who was screwed over by corrupted marines you get what I mean

Like if he throws 1 bolt it can split into multiple while you may say that's not really useful but him being as fast as lightning allows him to go to any of those positions he threw bolts and attack from there whilst the other enemy has to guard against the other bolts. don't see how naruto will make him reach the pinnacle - Sure he could be a planetary threat but you might need add some mutations for the body for poison , radiation stuff like that unless he covers that using stats somehow.

Lol one piece stories is naturally slow - There alot of stuff that happens. The world's reaction is the 3rd part of the entire one piece. You skip them then no plot would make sense - you have to make the world around them react for it to be one piece it's why alot of people watch it
