Think about it like Siri. Siri is a part of your phone so the program is already built but to fully activate it you use the phrase "hey Siri" or some such. It's the same thing here the Omnitrix has the tech it just needed the activation phrase.

He might be refering to Imps, pretty sure they were goblin(y). And in his worlds shaman goblins could throw fireballs and stuff so he might be mixing it up. Or he just mentally refers to all monsters as goblins out of habit.

he's referring to the second partner he expected Horikita and Hirata both. Kushida being a participant is why he's confused.
