Sure, don't might expect more help than what a shelter should be expected to deliver but even in a shelter working as intended it's still not exactly a comfortable place to live. And even then its safety is questionable. the people that typically go to shelters tend to be trying to get back on their feet, even the ones struggling with addiction, but that can be difficult especially when employers blacklist various homeless shelters. Plasma donation centers will even blacklist apartments within a couple blocks of a homeless shelter. The source for that second one is that i used to work as a phlebotomist at a donation center and was also expected to process new donors, I've turned down hundreds of people due to that policy, which sucks because plasma donation could've been one of the ways they could make money and try to better themselves. People generally want to be productive and do something with their life, the problem is that once you've become homeless it's exceedingly rare that you'll be allowed to get a proper foothold again. Allowed, not able, because it's not something that's in your control anymore when literally every facet of legal living requires an address that you can't get without a job that you can't get without an address and even then some locations are blacklisted by corporations in regards to providing employment or services. It's already difficult for people with homes and a support network to find jobs in the current job market, let alone someone that is considered lesser for a situation that typically was out of their control. I've been trying to change jobs for months, applying everywhere to get out of my current job and I've yet to receive an interview, now imagine what it's like for someone that is staying in a place of questionable safety with low comfort, no food, no privacy, and applying from a location that corporations say to ignore.

Homeless shelters are commonly over capacity and fairly often they get shut down. In regards to homeless people seeking either help or drugs, there is obviously going to be some that only want short term relief due to either a loss of hope or preexisting addiction, but there are also plenty that do actively try to better their situation. However, it's not possible to get your life on track without an address, and with shelters being over capacity and in some cases closing down faster than they open new ones, they don't have any realistic options. I have a few friends that used to be homeless, and even my wife was homeless for a few years before i met her. Homeless shelters were often a source of danger for her and for those previously mentioned friends because the people that are homeless as a result of addiction make the environment unsafe and homeless women are inherently more vulnerable to harassment because of people like you that assume it would be a waste to help the homeless.
