Ned and his pride. I suppose it was inconceivable that his nephew, the son of the sister he loved so much, would be seen as a stranger in his own ancestral land. For me, there are several factors to consider. When he returns to the North, Ned has just come back from the war. He's lost family members and many of his men. So it's safe to assume that he's been much more affected by this. Developing some kind of post-traumatic disorder is certainly not out of the question. I know that war and death are commonplace in this universe, but that doesn't mean that the death of someone like his sister, for example, had a much greater impact on the choices he made afterwards. So I'd justify Ned's choices as those of a man shaken by what he's been through. Of course, I'm only giving my poor understanding, it could be completely and utterly wrong. I don't know, but I agree with you all the same.
